WELCOME TO THE PARENT STAFF ASSOCIATION (PSA) SECTION!
Welcome to the PSA section where we hope you’ll find lots of useful information about our events and activities throughout the year.
Currently,the PSA is akin to the social and fundraising arm of the school, with automatic ‘membership’ for all staff, and parents/carers with a child/children at the school. Typical activities include disco’s, cafes, ceilidh’s, the annual summer fair, and recently supported the very successful International Food Event. We make financial donations to the school and Nursery for equipment and transport costs for example, and apply for grants where eligible. In a nutshell, we try to complement and support as much of school life as possible, for the benefit of all children at the school.

All meeting dates are confirmed at previous meeting and subject to change. Please check in advance if you intend coming along. Meetings are open to all parents/carers with a child/children at Broughton Primary School, and usually take place in the school staffroom. Timings alternate between the PSA and PC.

Welcome
Gillian welcomed old and new members to the AGM. For the benefit of new members it was explained that the PSA was a group whose main focus is to organise and co-ordinate social and fundraising events/activities. Focus on having fun and endeavouring to involve all families/wider community.
Chairperson’s report on PSA activities 2007-2008
Gillian discussed the outline of the activities organised by the PSA committee over the last school year (attached with minutes) Mr Devine thanked the PSA committee and all its helpers on behalf of staff and pupils for all the hard work everyone had done. He emphasised the real appreciation of what had been done to help the school. Gillian committed to contact David Sterrat to help upgrade and maintain the PSA component of the school website.
Treasurer’s report and approval of 2007-2008 accounts
Aileen put forward the PSA accounts. Gordon proposed the accounts, Charlotte seconded the accounts. Mr Devine and the other committee members thanked Aileen for all her hard work in managing and preparing the accounts. (Copy of accounts attached with minutes)
Appointment of auditor
Grant Stewart of Accountant Delson Contract, Angus, certified the 07-08 accounts and has agreed to do so again next year.
Appointment of parent and staff members to serve on PSA committee
Everyone present was asked if they wished to join the PSA committee and several new parents have now joined the committee. Staff members are yet to be appointed.(see attached list)
Election of Office Bearers by PSA Committee
Gillian Hutton was nominated as chairperson by Ailsa McMullen and seconded by Debbie Telford – Gillian agreed to be chairperson for another year, but stressed that this would be the final year!
Aileen Harris was nominated as treasurer by Linda White and seconded by Charlotte di Corpo. Aileen Harris agreed to be treasurer for another year.
Linda White was nominated as secretary by Leslie Shepherd and seconded by Hazel Irvine. Linda agreed to be secretary for another year.
Proposed Activities/events/Targets for 2008-2009
Mr Devine asked that the main focus for funds raised be to buy more smart boards for the school to which there was unanimous approval. It was also agreed that there would be a special event dedicated to raising funds/getting books for the school library.
AOCB Fundraising Ideas
Lisa Cardozo discussed the idea of Christmas Cards where each child gets to design their own Christmas card or for nursery children they colour in their own card. The cards are then sold in packs of each individual design. Each pack of cards costs £6.50, of which £1.50 is donated to the school. This was agreed to be a good idea. Lisa is going to organise with the school.
Gordon Chrumka asked about whether the brochures for Stuck on You labels should be sent out to help raise funds. There are many different types and styles of labels that can be used on clothing, tupperware, etc. and the PSA can earn up to 20% commission. It was agreed for Gordon Chrumka to arrange for distribution of the brochures with a cover note to explain how to order and how to ensure that the PSA gets a commission on the order.
There are 92 spree books as yet not been returned or paid for. Kathy Hughes to write a final reminder to those who have not paid or returned books.
Next meeting will be to decide fundraising calendar for next year and to make arrangements for first event. The Scotland Yard event has been put on hold meantime.

PSA Constitution
Approved at PSA AGM 5 September 2007
BROUGHTON PRIMARY SCHOOL PARENT STAFF ASSOCIATION CONSTITUTION
1. DEFINITIONS:
This is the Constitution for Broughton Primary School Parent Staff Association. Throughout this Constitution, the term:‘school’ means Broughton Primary School and includes Broughton Primary School nursery classes; ‘parent’ or ‘parents’ means parent(s) of pupils at the school, and includes guardians and carers of such pupils; ‘staff’ means all teaching and non-teaching staff at the school; ‘Association’ means the Parent Staff Association; and ‘committee’ means a committee appointed to represent the Association.
2. MAIN AIMS:
a) to promote close co-operation and communication between parents and staff. b) to support and complement the work of the school’s Parent Council. c) to engage in activities which support and advance the education of the pupils attending the school.
3. POWERS:
The Association shall have the power to do anything considered by the committee to be in furtherance of the aims.
4. MEMBERSHIP:
The membership consists of all parents/carers of children attending Broughton Primary School and all staff.
5. GENERAL MEETINGS:
The Annual General Meeting (AGM) shall be held in September each year. The notice calling the meeting shall be sent to members at least two weeks in advance.
The business shall include:-
a) Chairperson’s Report and work of the committee b) Treasurer’s Report and approval of the accounts c) appointment of Auditor d) any resolutions submitted by members e) appointment of members to serve on the committee f) election of office bearers by the committee
At all general meetings voting shall be on the basis of one vote per member present at the meeting.
At all general meetings the quorum shall consist of 8 members.
The committee or 8 members shall have the power to call an Extraordinary General Meeting.
6. COMMITTEE:
The business of the Association shall be managed by a committee of 5-20 members consisting of parents and staff.
Members of the committee shall be appointed at the AGM. They shall be appointed for a one year term and be eligible for re-appointment.
The committee may co-opt any member to fill a vacancy occurring between AGMs. The co-opted member(s) shall retire at each AGM but shall be eligible for appointment.
7. OFFICE BEARERS:
Will be Chairperson, Secretary, Treasurer and such others as may be required. The office bearers will be elected by the committee at the AGM. Office bearers shall serve for one year but may then put themselves forward for re-election on an annual basis.
The committee may co-opt any member to fill a vacancy occurring between AGMs. The co-opted member(s) shall retire at each AGM but shall be eligible for election.
A member of the committee failing to attend three consecutive meetings may be deemed to have retired from the committee.
Meetings of the committee shall be held as required, at least once in every school term, and resolutions shall be passed by a simple majority vote of those committee members present. At any meeting of the committee, there must be at least 5 committee members present.The Chairperson shall have both a deliberative and casting vote. The Chairperson’s casting vote shall be used only in the event of a tie. If the Chairperson is not present at a meeting, committee members may appoint a member as temporary Chairperson, with equivalent rights, for the duration of that meeting.
The Secretary shall be responsible for taking and keeping accurate notes and actions of all meetings within 2 weeks, and shall make these available upon request to any member of the Association.
8. FINANCE:
Funds of the Association shall be lodged in a bank, building society or other account in the name of the Association. Cheques shall be drawn or withdrawals made against the signatures of two named committee members.
The Treasurer shall be responsible for keeping accurate records of the financial transactions of the Association. The books shall be brought to balance two weeks before the AGM and the accounts shall be certified by an auditor appointed at the previous AGM by the members.
The committee shall be responsible for ensuring that all property/money received by/for the Association shall be applied for the aims of the Association.
9. CHANGES TO THE CONSTITUTION:
Changes or additions must be made at an AGM or an EGM.The proposed change shall be specified in the notice calling the meeting and be approved by not less than two thirds of those members present.
10. DISSOLUTION:
In the event that the Association ceases to exist, any remaining funds should be distributed for the benefit of the children at the school by the school Parent Council.
11. DECLARATION:
It is hereby certified that this document represents a true and most up to date version of the Constitution of Broughton Primary School Parent Staff Association.

On behalf of the PSA, a big thank you to everyone who supported the summer fair recently. The weather was kind to us, and as well as hopefully providing an enjoyable social occasion for the whole school community, the grand sum of £1300 was raised! This will be donated to the school to purchase another interactive whiteboard which all pupils will benefit from.

Inevitably, these events and activities rely on parents and staff volunteering their time, so the more the merrier! The next opportunity to do this is the PSA Red Nose Cafe. You will receive details a week before the event, including a request for some delicious home baking to sell at the cafe, but please note the date below in the meantime. All profits will be donated to Comic Relief. If anyone would like to volunteer their help on the day please contact me in advance via the school office.

As you will know by now, the PSA, in tandem with the school, will be producing a Broughton Primary Joke Book, where all pupils(and staff!)will be invited to submit their favourite joke for inclusion. This will be produced in the lead up to Red Nose Day, and will be on sale at the Red Nose Cafe. Again, all proceeds will go to Comic Relief.
Plans for the 2007-08 school calendars, production of which is co-ordinated by the PSA, are currently being put in place. Prior to the Easter holidays, each child will be asked to draw a portrait of themselves with their name and month of birth for inclusion in the calendar, similar to the existing version. This invaluable resource will go on sale in May, and a ‘snip’ at £2 each! All proceeds will ultimately benefit your child.
We hope to have a PSA section, including a new PSA logo, up and running on the school website in the near future(apologies for ‘dragging my heels’ on this one!), so you can keep up to date when it suits. We will also continue to post information on the outside noticeboard, and add items to the school newsletter as appropriate.
You will recall that in Newsletter #1 that I reported that at the PSA AGM on 6 September 2006, it was agreed, in principle, and subject to further research, that we would set a 2 year target(minimum) for our fundraising efforts with the aim of building a multi-court area in the rear playground. This kind of facility would bring all sorts of benefits to the school and potentially the wider community, and complements the school’s drive to become a ‘Health Promoting School’. Luckily, the playground is large enough to accommodate this, and still allow plenty space for other uses. In addition to research into possible income streams, a meeting has recently taken place with City of Edinburgh Council(CEC) to establish what can and cant be done, and to ascertain level of CEC support. We are now obtaining 3 quotes, which will include drawings/sketches, in order to ‘bring it to life’, and determine whether to continue or otherwise. We will endeavour to allow an opportunity for everyone to view the plans.
As previously indicated, it would be the intention of the PSA to continue to financially contribute to other aspects of school life whilst this project was ongoing. In fact, at the most recent PSA meeting it was agreed to donate £3000 to the school to purchase 2 interactive whiteboards. The school will purchase a third board, allowing one on each floor of the school for now. So, following the February break, your children will benefit from enhanced learning and enjoyment!
As well as general support and help for ongoing events and activities, the PSA would specifically appreciate the help of suitably qualified First Aiders to assist at PSA events. If we can establish a pool of people to do this, then a rota system could operate, reducing the time commitment involved. Again, please contact me via the school office if you can help.

1) WELCOME
Gillian Hutton welcomed everyone to the meeting and gave a brief explanation of the aims and role of the PSA. She referred particularly to its role in raising funds for the school and organising social events.
2) EVENTS AND ACTIVITIES OF 2005/2006
Gillian passed round copies of her report on the year’s events and expanded on this with further information.
3. TREASURER’S REPORT
Aileen Harris passed round copies of the Accounts 2005/2006, showing a bank balance of £5,334.92 as at 30th June 2006.
4) HEAD TEACHER’S THANKS
Alan Devine expressed thanks to the PSA on behalf of staff and all pupils of the school for all the hard work and fundraising carried out over the year. He also mentioned the many benefits this brings for every pupil in the school from Nursery to P7. 5) AMENDMENTS TO CONSTITUTION
Gillian Hutton proposed, to general agreement, that she considered making some amendments to make the Constitution more robust. This will assist with future grant applications etc. Some suggestions were made and Gillian will bring amendments to the next meeting.
6) ELECTIONS
All current office bearers were willing to stand for re-election

Treasurer – Aileen Harris nominated by Gillian Hutton seconded by Hazel Irvine
Secretary – Linda White nominated by Alan Devine seconded by Lesley Shepherd

7) FUNDRAISIING AND ACTIVITIES FOR 2006/2007
Gillian Hutton proposed the idea of having a specific target for which to raise funds, and she suggested the provision of an artificial pitch/multi-court area, fenced off and floodlit within the school playground. This would link very well with the school’s work as a health promoting school. Gillian has done some preliminary costing for this at £80,000 and Alan has clarified some information about practical details with Property Services within the Council. A discussion took place and this idea was approved in principle. Gillian will bring back firmer details to the next meeting. It was acknowledged that this is a substantial sum to raise and it will be necessary to apply for grants as well as carry out fundraising. This will be seen as a 2 year project at least. It would still be the intention to continue to contribute to other activities as before.
Arrangements were made for the Hallowe’en Disco which will take place on Friday 27 October and it was also agreed the PSA would run a café(or similar) after the school’s Christmas Concert as last year and that this will take place on Friday 15 December. The International Food and Cultural Event organised by the School Board is planned to take place on Wednesday, 31 January 2007, which the PSA would also support. A number of other possible events were discussed including Ceilidh, Summer Fair , Science project, and Leavers Dance etc. The utilisation of/link to the school website for the PSA needs to be progressed. Alan asked if the PSA could once again fund transport costs to Lagganlia and to the Christmas Theatre visit and this was generously agreed.
Finally Gillian thanked everyone for their attendance and the date of the next meeting was fixed for 7.00pm on Wednesday 15 November 2006.

Our most recent summer fair, ‘Broughton Goes Bananas’, raised £1249 which will go towards the purchase of new P.E. equipment. We also make donations to the school and Nursery for other playgrouind equipment and transport costs for example, and apply for grants where eligible. In a nutshell, we try to complement and support as much of school life as possible, for the benefit of all children at the school.
Inevitably, these events rely on parents and staff volunteering their time, so the more the merrier! Your first opportunity to do this, in this new school year, is the PSA Halloween Disco. Tickets will go on sale early October, but be warned, tickets are on a ‘first come, first served’ basis!

Following the disco, the next scheduled event will be at Christmas time following the Christmas Concert on Friday 15 December(a.m./lunchtime). The exact nature of this is to be determined, but will likely take the form of a Cafe/Christmas Fair.
